2019 Comprehensive Plan Amendment Docket

The 2019 Benton County Comprehensive Plan amendment cycle for the review of proposed amendments begins with the docketing of proposals. The County has received the following application proposal for amendment to the Benton County Comprehensive Land Use Plan:

UGA PROPOSAL:
File CPA 2019-001 is a request by the City of Kennewick to amend its Urban Growth Area (UGA) to add approximately 279.53 acres to be designated for industrial uses. The 279.53 acres includes approximately 56.70 acres of existing road right of way.  The property within the application is located South of I-82 and East of the I-82 and SR 395 Interchange and is located along Christianson Road in the South Half of the SE Quarter of the SW Quarter of Section 17 and the NE Quarter of the SW Quarter of the SE Quarter of the SW Quarter and the SE Quarter of Section 18, Township 8 North, Range 29 East, W.M.  Parcel # 1-1889-200-0001-003.

This application has been reviewed under the requirements of Title 16.14 of the Benton County Code and has been reviewed by the City Kennewick under the requirements of SEPA (RCW 43.21C). The Planning Department will initiate review and analysis of the application for consistency with the Growth Management Act and the Comprehensive Plan, including the adopted Benton County-Wide Planning Policies and prepare a staff report with a recommendation to the Planning Commission for approval or denial of the application. The Planning Commission will conduct an open record hearing and forward their recommendation to the Board of County Commissioners (BOCC). 
 The BOCC will conduct an open record hearing to consider and act upon the Planning Commission recommendation. The Board of County Commissioners at a public hearing Tuesday, December 18, 2018adopted an amendment to the Benton County Zoning Ordinance, Ordinance 611. 
Adoption Notice for Resolution 2018-1025.
Resolution 2018-1025/Ordinance 615 is an amendment to correct an error in Section 10 of Ordinance 611-MAPS relating to a note that is placed on the Official Zoning Map; to add language amending Sections 19, 37, 46,  and 55 of Ordinance 611-PROPERTY DEVELOPMENT STANDARDS-GENERAL STANDARDS regarding maximum lot coverage of 40% in the following Zoning Districts: Community Center Residential District, Rural Lands One Acre, Rural Lands Five Acre and Rural Lands 20 Acre and adding language to Section 211 requiring that findings in Ord. 611, §212(d)(1)(i-viii) must be met in order to approve a minor variation.

The Board of County Commissioners at a public hearing Tuesday, December 18, 2018adopted Benton County’s Official Zoning Map A-4 by Resolution 2018-1026.
OA 2018-007 - The adoption of the Official Zoning Map A-4 pursuant to the Washington State Growth Management Act (GMA) RCW 36.70A.130(4) amending the Official Zoning Map A-4 which includes a new zoning district known as the Red Mountain Agricultural District.

 


The Board of County Commissioners at a public hearing Tuesday, October 9, 2018adopted Ordinances amending the Permit Review Process and the Hearing Examiner System.
Ordinance # 613 - Hearing Examiner System which updates the hearing examiner duties.
Ordinance # 614 - Permit Review Process which updates Table 17-1, Project Permit Application Types.



The Board of County Commissioners at a public hearing Tuesday, September 25, 2018adopted Benton County’s Zoning and Subdivision Ordinances:
Adoption Notice for Resolutions 2018-686 and 2018-687.
Ordinance 611the 2017 Periodic Update of the County’s Zoning Ordinance to bring the regulations into compliance with the goals and policies of the recently adopted 2017 Benton County Comprehensive Plan Update, the Washington State Growth Management Act, and applicable state law.

The Planning Commission meeting for January 8th has been cancelled and OA 2019-001 has been continued until the February 12, 2019 meeting, 6 p.m., in the Planning Annex hearing room, 1002 Dudley Avenue, Prosser WA 
NOTICE IS HEREBY GIVEN
 that the Benton County Planning Commission will hold a public hearing to take public comment on
Ordinance Amendment OA 2019-001, Tuesday, January 8, 2019, at 6:00 p.m., in the Benton County Planning Annex Hearing Room at 1002 Dudley Avenue in Prosser.  The Planning Commission will consider all comments received and make their recommendation to the Board of County Commissioners (BOCC).  The BOCC will then conduct a hearing to consider and act upon the Planning Commission’s recommendation.

OA 2019-001 is a proposed amendment relating to zoning; amending the section relating to definitions by adding definitions for vegetative cover and vegetation; amending the sections relating to property development standards; uses requiring a conditional use permit; solar power generator facility- major and minor; amending Ordinance 611, Section 7; amending Ordinance 611, Section 19; amending Ordinance 611, Section 37; amending Ordinance 611, Section 46; amending Ordinance 611, Section 53; amending Ordinance 611, Section 55; amending Ordinance 611, Section 63 and amending Ordinance 611, Section 171 and amending Ordinance 615, Sections 2, 3, 4, and 5.
